FAO separately discussed restricted Black Sea export routes in relation to the Russian Federation and Ukraine. This supports the regional logistics context, while leaving the expert forecast identifiable as a forecast.

Ask what would justify a stronger conclusion

To say that the conflict alone explains the entire rise would require evidence beyond the combination of factors FAO cited. To describe a specific local price change would require evidence at that local level.
