Sending earnings home: read the limits of the evidence first
A reading guide to what the Bank of Russia FAQ and a historical World Bank article establish about earnings, transfer costs and destination availability.
Would either source establish that a transfer is available today?
If you are reading about sending earnings from Russia to family in Zimbabwe, first ask what the evidence actually establishes. Neither the cited Bank of Russia answers nor the historical World Bank explanation confirms a currently available route to Zimbabwe.
The World Bank blog post was published on 27 November 2012. Its explanation provides factors for comparing money transfer services, not current prices, delivery times or available routes. Reading it as a present-day offer would go beyond what this historical material supports.
The Bank of Russia FAQ leaves the destination question with banks: its answer on sending foreign currency abroad says the list of destination countries must be checked with them. The separate answer about transferring earnings also does not establish that any particular route is available.
What can you take from the texts without going beyond them?
Read the earnings provision together with the category it describes. According to the Bank of Russia FAQ, nonresidents from countries designated as unfriendly who work in Russia under employment or civil-law contracts may transfer their salary or contractual remuneration abroad up to the amount of those earnings. The stated period of the restrictions ends on 7 December 2026, inclusive. That is the scope and time limit given in the answer, rather than confirmation of a transfer service.
Read the World Bank's cost explanation as a set of comparison questions. Does the price include a transfer fee, taxes, an exchange-rate margin or a commission charged to the recipient? The 2012 post identifies these possible components; it does not establish which charges apply to an operation today.
Keep service characteristics alongside those cost questions. The same historical post says services differ in speed and in the extent of the network where the recipient can collect the money. These are aspects to compare, while the Bank of Russia's direction to check destination countries with banks remains a separate, unresolved question for a proposed transfer.
